Administrative  Division

Goal – strengthening the organizational structure through satisfied staff.


Main Functions

  1. Maintaining personal files of all Staff including Grama Niladhari and field staff.
  2. Dealing with incoming and outgoing Mail on a daily basis and paying of electricity water and telephone bills.
  3. Dealing with leave of all officers, Advance Programmes, Agrahara Insurance scheme, Traveling and over time.
  4. Issuing of income certificates / validation reports and assessment reports for government officers who are taking loans.
  5. Issuing of Permits.
  6. Certifying  and counter signing of Grama niladari certificates.
  7. Renewing licenses.
  8. Collecting revenue.


Accounts Division

Goal - Implement and maintain sound financial transaction system to achieve the overall objectives in Divisional Secretariat.


Main Functions

  1. Preparing the procurement plan of the year
  2. All the activities related to payments
  3. Conducting Board of surveys
  4. Handling Audit queries
  5. Preparing financial statements
  6. Collect Revenue and Issue Licenses
  7. Asset Management
  8. Issuance of Motor Vehicle license and Posses vehicle Transfer.
  9. Coordinate financial activities with in the District and Administration other Ministries and Department.


Pension Division

Goal - Execute pension policies efficiently and productively in regionally to provide active contribution to uplift and to assure well being, Future protection of officers who dedicated for public services, their spouses and dependents.


Main Functions

  1. Payment of monthly pensions.
  2. Conducting Inspections for W&OP and disabled persons and giving recommendations to dept.of Pension.
  3. Preparation of ten year pensions/ maintaining pensioners files.
  4. Rectifying errors and scrupulous activities in pension's payments.


Planning Division

Goal - Strengthening the divisional sustainable development

Main functions

  1. Identifying the Development Needs.
  2. Implementing Development Projects.
  3. Evaluation the Progress of the Projects.
  4. Preparing Divisional Statistical Hand Book.
  5. Maintaining and updating Resources Profile of the division.
  6. Coordination with NGOo.
  7. Resettlement, Reconstruction and Rehabilitation development programme in the resettlement Area.
  8. Providing Livelihood Assistance and Shelter facilities to the Vulnerable People.
  9. Conduct the Divisional Coordinating Committee meeting, Progress Review meeting, Dengue meeting, Divisional Housing committee meeting, Divineguma meeting, and Environmental meeting.


Social Services Division

Goal - Encourage participation of the disadvantaged and suffering social groups in social development, by providing relief and rehabilitation and creating a background to prevent them falls into such conditions.


Main Functions

  1. Issuing senior citizenship Identity cards
  2. Issuing Dry rations
  3. Activities related to social Assisting Center.
  4. Provision of aids and equipments (Wheelchairs, Tricycles, Spectacles).
  5. Making disaster payments and activities related to social security pension scheme.
  6. Reforming the Disabled and disaster related activities.
  7. Volunteer organizations / Non Governmental organizations/ Tsunami related activities.
  8. Providing Relief for Illnesses


Registrar Division

Goal - Registration of Marriages, Births and Deaths, issue of certified copies at request and the preservation of such documents for assisting the populace to secure their rights.

Main Functions

  1. Registration of Births, Marriages and Deaths.
  2. Issuing Certificates of Births, Marriages and Deaths.
  3. Making Alteration, amendment in the Birth, Marriage and Death Certificates
  4. Registration of past Birth & Death.
  5. Preparing Statistical Report


Land Division

Main Functions

  1. Acquisition of lands for common purposes.
  2. Paying of compensations and registering of ownership of lands.
  3. Resettlement of Tsunami displaced people.
  4. Providing Crown lands under long term lease
  5. Granting and canceling of deeds
  6. Collecting of land revenue
  7. Sending of Survey Orders

Samurdhi Division

Main Functions

  1. Granting Samurdhi assistance to low income earners.
  2. Granting Milk food assistance to children of low income families who are below 1 Year of age Granting of scholarships.
  3. Granting of social security benefits when a death occurs/ marriage takes place or hospitalization happens in a samurdhi family.
  4. Development of rural infrastructure.
  5. Providing loans and aids for low income families to improve their livelihoods.
  6. Welfare activities in respect of Disabled persons.
  7. Construction of houses for the homeless low income families (Tiriya Piyasa Housing Project).
  8. Encouraging low income earners to save money through various accounts introduced by Samurdhi Bank.
  9. Issuance of Samurdhi Stamp (Food Stamp, Kerosene Stamp and Stamp for Nursing Mothers)
  10. Implement of Samurdhi Projects (livelihood, Infrastructure)
  11. Samurdhi Lottery Tickets drawing.
  12. Proceeding Samurdhi Banking Activities and Mahasangam.
